Legalisation
What is Legalisation?
Legalisation confirms that a document was issued by someone with the authority to issue it and that the signatures it bears are genuine. Some documents need to be signed by several different authorities in order to be legalised. This is called the legalisation chain.
This page tells you what you need to do to get Dutch or Iranian documents legalised for use abroad.
Iranian documents for use in the Netherlands
Iran has not signed any legalisation treaty. As a result the Netherlands Embassy in Tehran is responsible for legalising Iranian documents for use in the Netherlands.
Please follow the legalisation chain as follows:
- A document in Persian and/or in Arabic script first needs to be translated by an official or sworn translator into English.
- Then the translator’s signature needs to be legalised by the Iranian Ministry of Foreign Affairs.
- The Dutch Embassy in its turn will legalise the signature of the authorised official who signed off on the document at the Ministry of Foreign Affairs.
Now the document may be legally used in The Netherlands.
Iranian documents that are legalised for use in The Netherlands, will receive an Embassy Legelisation Statement. This statement is attached to the document and needs to be partly filled out by the applicant before it can by used in The Netherlands.

Certificate of Good behaviour (Non criminal record)
You may apply for a Certificate of Good Behaviour with the Civil Registration Office (Gemeentehuis) of the municipality of your last registration.

After receipt of this document this Embassy can issue an additional statement of good conduct for the period you resided in Iran.
Tax and Social security number
The Tax and Social security number (SoFi nummer) is a personal identification number, which is issued for every taxpayer by the Tax Administration.
In the following situations you should have a tax and social security number:
- you live or are staying temporarily in the Netherlands and you are taxable in the Netherlands
- you live abroad and you are taxable in the Netherlands.
- If Dutch nationals want to enrol in school.
