Declaration by the Presidency on behalf of the EU on the violation of religious freedom in Iran

In particular, the European Union condemns the continuing persecution by the Iranian authorities of legitimate expressions of Christian belief. According to available reports, the Iranian nationals Hamik Khachikian, Jamal Qalishourani and Nadereh Jamali, arrested in January 2009, continue to be detained without charges, as are Marzieh Amirizadeh and Maryam Rustampoor, arrested in March 2009. In March 2009, Seyed Allaedin Hussein, Homayoon Shokouhi and Seyed Amir Hussein Bob-Annari received a commuted sentence of eight months in prison. Available evidence suggests that the aim of this persecution is to suppress the free choice and expression of religious belief.

The Presidency of the European Union deeply regrets that yet another juvenile offender is in imminent threat of execution. Mr Selah Taseh was sentenced to death for a crime committed when he was a minor. Javier Solana, EU High Representative for the Common Foreign and Security Policy (CFSP), visited Iran from Friday, 13 to Saturday, 14 June 2008. He had meetings with the Iranian Foreign Minister, Manouchehr Mottaki, and the Secretary of the Iranian Supreme National Security Council, Saeed Jalili. On Saturday, the High Representative presented to Iran a proposal seeking to resolve the concerns that Iran's nuclear programme raises with the international community and to enter into a normalised relationship with Iran in all areas.

The EU condemns the increasing recourse to death sentences and executions in the Islamic Republic of Iran. The EU also reiterates its longstanding opposition to the death penalty in all circumstances. The EU is in favor of the universal abolition of the death penalty and urges the Islamic Republic of Iran to abolish the death penalty, if necessary by initially establishing a moratorium on executions, in line with the UN General Assembly resolution adopted in December 2007 on a Moratorium on the use of the death penalty.

The EU expresses its serious concern at the worsening situation of ethnic and religious minorities in Iran, in particular to the plight of the Baha’i. According to reliable reports, the Iranian Judiciary confirmed that 54 Baha’is were sentenced by a court in Shiraz for ‘propaganda against the regime’. Three of the convicted Baha’is were sentenced to four years in prison, while 51 were given one year suspended prison terms.

On the occasion of the fifth World Day against the Death Penalty, the European Union reiterates its longstanding position against the death penalty in all circumstances. The abolition of the death penalty contributes to enhancement of human dignity and progressive development of human rights. All measures of abolition of the death penalty should be considered as progress in the enjoyment of the right to life. Therefore, the EU reiterates its call upon States that still maintain the death penalty to work towards abolishing the death penalty and in the meantime, to immediately establish a moratorium.

Statement on the Iranian nuclear programme

The EU Presidency has noted with great concern the report of the IAEA Director General of 23 May regarding the Iranian nuclear programme. According to this report, Iran has once again neglected to take the necessary steps called for by the United Nations Security Council in its Resolutions 1737 and 1747 to build confidence that its nuclear programme exclusively serves civilian purposes. Rather, Iran has disregarded these appeals and has continued to drive forward its nuclear programme as well as further restricting its cooperation with the IAEA. The Presidency also notes with concern that the restrictive attitude adopted by Iran does not allow the IAEA to clarify the still-unresolved issues pertaining to the Iranian nuclear programme.
